Robert Serry, the United Nations special coordinator for the Middle East peace process said Thursday that recent activities by both Israel and the Palestinians are not contributing to settling their conflict and confidence remains low as 2009 draws to a close. Serry told the UN Security Council that Prime Minister Benjamin Netanyahu’s decision to temporarily freeze construction in West Bank settlements… falls considerably short of Israel’s commitments under the road map to freeze all settlement activity, including natural growth.”
Occupation
Catherine Ashton… leveled scathing criticism at the “Israeli occupation,” in her first speech as the European Union’s first high representative for foreign affairs and security policy. The British stateswoman, who has also served as the Commissioner for Trade in the European Commission, said that in the EU’s view, “East Jerusalem is occupied territory, together with the West Bank.”
Former prime minister Ehud Olmert proposed giving the Palestinians land from communities bordering the Gaza Strip and from the Judean Desert nature reserve in exchange for settlement blocs in the West Bank.
[Attorney Gaby Lasky]: “The Bil’in demonstrators are being systemically targeted while it is the State [of Israel] that is in contempt of a High Court of Justice ruling; a ruling which affirmed that the protesters have justice on their side and instructed 2 years ago that the route of the Wall in the area be changed, which has not been implemented to date.”
“The Palestinians want to continue to build their state from below and at the same time to work with the United States and the European Union to force Israel into an arrangement from above.”
IOA Editor: This would be funny, it it weren’t so profoundly sad and grotesquely warped: The gang of war criminals running this nuclear empire that controls the daily lives of an entire occupied people, whom they bomb, starve, repress and violate at will, complain about being coerced by their subjects.
Between Stockholm and Tehran, Israel of 2009 is much closer to Tehran… It begins, of course, with the fact of our presence here. Among other things, it is based on theological reasoning. Abraham the Patriarch was here, so we are, too. He bought the Cave of the Patriarchs in Hebron, so we, too, are in Palestinian Hebron. People who are entirely secular also cite religious and biblical explanations for the connection between the Jewish people and the Land of Israel.
IOA Editor: Levy is making the rarely-made connection between religion and the Occupation – specifically, the religious beliefs of secular-like Israelis who, just the same, justify their presence and (illegal) actions by the Word of God. This crucial point is what makes this article important outside Israel.
Much is heard of violence in the Israeli-Palestinian conflict, but the story of the determined, long-term nonviolent resistance of many Palestinian villagers to the loss of their lands, striking as it may be, is seldom told. Here’s my report from just one village on the West Bank.
Berlanty Azzam , 22, has been in the West Bank since 2005 and has only two months of studies left in order to complete her Bachelor’s degree in business administration. In late October, however, the Israeli authorities expelled her back to Gaza claiming that that she was illegally staying in the West Bank.
The [settlement construction] freeze orders will not change what exists now: an elite state for Jews and a sub-space for Palestinians – truncated, cut up, asphyxiated. The distinction in the mind nowadays between the state of Israel and the settlers is artificial.

Prime Minister Benjamin Netanyahu and the settlers do not mean what they say. They freeze and they wink, for the show must go on. The settlers, as is their wont, scream to the high heavens in order to sow fear and warn of what awaits us in the future.
The top United Nations envoy to the Middle East today reiterated Secretary-General Ban Ki-moon’s call for an immediate end to demolitions, evictions and the instalment of Israeli settlers in Palestinian neighbourhoods.
“… [W]e know the incident I was involved in was not an unusual one, but one that happens a lot… The only difference is that in my case it was documented and that’s how the entire world saw and heard about it… The Israeli courts have proved and taught us that they are part of the occupation system. It’s like the judge, the defendant and the prosecutor are the same thing, as they are part of one system. How can the same system judge itself?”
Of greatest concern is what is happening on American campuses, which are slowly becoming pro-Palestinian and anti-Israeli. That is dangerous because this is where America’s future leaders are bred. But our opponents are not motivated by anti-Semitism, as our political hacks like to claim. If patriotism is the last refuge of the scoundrel, then anti-Semitism is the last refuge of the occupier.
IOA Editor: Marcus, historically, a defender of the Occupation, is beginning to appreciate the significance of Israel’s diminishing popularity. This Israel-centric commentator marks the early signs of change, and a welcome indication of the success of BDS and the global anti-Occupation movement.
In recent months there is a growing tendency among opponents of Israeli oppression and defenders of Palestinian rights to refer to Israeli policy towards the Palestinians as “apartheid”… I would like to warn against an unthinking use of this misleading analogy between Israeli policy and that of the defunct apartheid regime in South Africa. It is theoretically false and politically harmful.
IOA Editor: This very important discussion of the similarities and differences between the Occupation and Apartheid, originally published in 2004, is again timely, in view of recent commentaries, including on the IOA.
The threats uttered against a possible Palestinian declaration of independence by our leaders… let the Israeli sanctimony (usually tedious and belabored) drop to the floor for a moment… It exposed the ugly skeleton of force that gives only us freedom of speech… We are allowed to reiterate Israel’s Declaration of Independence over and over. You are not allowed to do so with yours.
It seems Israel is taking full advantage of the crisis in the peace process to push its anti-peace agenda… It is a rogue state, in contravention of international law, occupying another people’s land in contempt of human rights law and common decent standards of human behaviour… Israel has been given a free pass for too long. Without returning occupied land, it cannot arrive at peace with the Palestinians and there can be no comprehensive peace in this region.
At noon, Mr. Hikind, [a member of the New York State Assembly,] led a group of about 50 American Jews in laying a cornerstone for the next phase of Nof Zion, with construction scheduled to start next spring. “I want to buy here,” Mr. Hikind said. “I might make a deal while I am here this time.”
IOA Editor: This Jerusalem ground is “contested” and the territory “disputed” only in the American media: all international organizations, and the vast majority of countries – including, most of the time, the US – treat East Jerusalem as occupied territory.
“President Obama should not interfere with the rights of the Jewish people to live in Jerusalem,” said Danon. “This… is a racist demand, saying that Jews cannot live in Jerusalem, only Arabs.”
IOA Editor: Israeli decision-makers know that the surest way to ignite the ME and stop the “peace process” is to expand Jewish development activities in East Jerusalem. Is this why they’re doing just that? Your move, Mr. President.
Nabil Abu Rudeineh, spokesman for Palestinian President Mahmoud Abbas: “This is a clear decision and a clear message… that Israel is not willing and is not ready to stop settlement activities and… that they are not ready for peace.” And: “The Americans should take seriously what is going on,” he added. “The whole situation is deteriorating. The Americans this time should change their policy, the change which we have been promised by President Obama.”

Police are investigating suspicions of document fraud involving the chairman of the Knesset Constitution, Law and Justice Committee, MK David Rotem (Yisrael Beiteinu), secretary general of the Amana settlement housing group, Ze’ev “Zambish” Hever, and prominent settlement leader Yoel Tzur.
IOA Editor: Historically, fraud has had a key role in the process of Zionist acquisition of Palestinian lands – predating statehood. It continues today, where Israel deceives the world community and international institutions; settlers and their support organizations deceive the Israeli government and public – with the support of Israeli officials and IDF officers who help from within; and, finally, Israel along with the US – its financial partner and the enabler of the Occupation, and the EU, in the guise of the “peace process,” together deceive the Palestinian people – robbing them of their land, resources, and national future.
The outrageous treatment of the 21-year-old Bethlehem University student, Berlanty Azzam by the Israeli military is the latest incident in a long list of brutalities carried out by one of the longest and most brutal military occupations in history. Returning to Bethlehem in the West Bank, after a job interview in Ramallah, Berlanty… was detained at a military checkpoint, blindfolded, handcuffed, loaded into a military jeep and deported to Gaza.
An influential Jewish community leader and Democratic state assemblyman from New York is currently heading a mission of about 50 Americans through the West Bank and East Jerusalem to promote home purchases in the area and to protest U.S. President Barack Obama’s Middle East policy.
Residents of Ras Hamis, an East Jerusalem neighborhood east of the separation fence, say two children died in a house fire two weeks ago while a fire crew had to wait 200 meters away at a checkpoint for lack of Border Police or army escort.
“Disputed” is a word often used about East Jerusalem and homes in Sheikh Jarrah. Would the international community have considered the homes of American blacks attacked by the Ku Klux Kla as “disputed”?
“The Israeli occupation impacts on the lives of Palestinian women at every juncture. From sexual harassment and assault, discriminatory treatment of Palestinian female prisoners to being forced to give birth at Israeli checkpoints,” Dima Nashashibi from WCLAC told IPS.
The Israeli army has targeted [Mohammed Khatib]. He was arrested, severely beaten and threatened with death during a series of midnight raids on the village this summer. He was freed on condition that he report to an Israeli police station each Friday at the hour of the weekly protest… Relative calm prevails in the Palestinian territories, but Khatib says it cannot last long under the diplomatic impasse… He believes Israel is trying to crush nonviolent activists because it would rather take on an armed insurgency.
IOA Editor: Israel’s favorite Palestinian Occupation-resister is one ‘throwing a bomb’ – and the more violent, the better. It is much more difficult to defend shooting non-violent Bilin demonstrators, though, Israel manages to get away with murdering demonstrators just fine.
The 4,500 Palestinian workers who travel through the Eyal checkpoint, near West Bank city of Qalqilya, on their way to work in Israel, are finding it hard to enjoy the long-awaited winter. The checkpoint provides cover for those waiting to cross it, but its little shed can shelter about 100 people at the most, leaving the rest exposed to rain and cold winds.
“They can go to Syria, Iraq, Jordan. We are six million and they are billions,” said Yehya Gureish, an Arabic-speaking Yemen-born Jew who said his family owned the land and had Ottoman Empire documentation to prove it. “This land is Israel. We are in Israel. God gave this land to the Jews. The Torah tells us so. You want war? Declare war on God, not on us,” he said.
IOA Editor: Clearly, an educated, sensitive Israeli explanation of the root cause of the conflict.
It’s reasonable to assume that if Yaakov (Jack) Teitel had focused only on attacking Palestinians, he would have encountered few problems with law-enforcement authorities. His big mistake, it seems, was targeting non-Arabs as well. Experience – and statistics – show that Israeli law enforcement is remarkably lax when it comes to tackling violence against Palestinians.
In August, police evacuated two extended families — 53 people, including 19 minors — from their homes after the Israeli supreme court upheld a settler organisation’s claim to the properties.
“Ma’aleh Adumim was built on lands of the Jahleen; these people were pushed to the edges of the community,” [attorney] Lecker said. “This is not a hostile population and the city should be interested in ensuring that this community is not hungry.”
Amnesty:
-450,000 West Bank and E. Jerusalem settlers consume as much as or more water than the 2.3 million Palestinians living in the West Bank.
-Palestinian per capita consumption of 70 litres per day compares with the WHO recommended level of 100 litres and Israeli consumption of 300.
-180,000 to 200,000 Palestinians living in rural communities, especially in the Israeli controlled “Area C” (60% of the West Bank), have no running water.
-The Israeli military “often” prevents them from accessing rainwater by destroying water-harvesting cisterns or even confiscating water tankers.
Israeli senior defense official: “The settlers are very much in tune with the ticking political clock… You can sense it on the ground, with the infrastructure work that is being done, but also in more minor things. They are acting without any legal authorization and are ignoring the state… whoever can, goes ahead and builds… It begins with the official leadership of the Yesha Council [of settlements] and ends with the hilltop youth.”
The International Women’s Media Foundation honoured Israeli journalist Amira Hass with 2009 Lifetime Achievement Award. Amira Hass is a regular columnist with Israel’s Ha’aretz newspaper and the only Israeli journalist to have spent several years living in and reporting from Gaza and the West Bank.
“The West Bank today is a hothouse for weeds,” the officer said. However, he stressed, most of the Jewish settlers are “normative” individuals.
