Israel's War Against Palestine: Documenting the Military Occupation of Palestinian and Arab Lands

It is impossible to ignore the injustices of 1948 while hundreds of thousands of refugees rot in the camps. No agreement will hold water without a solution to their plight, which is more feasible than Israel’s strident scaremongers suggest. But rulings like the current one make it harder to distinguish clearly between Sheikh Jarrah and Sheikh Munis, between the conquest of 1948 and the conquests of 1967. My house stands on land stolen by force, and it is the obligation of Israel and the world to redress the injustice without creating injustice and new dislocation.
U.S. Assistant Secretary of State for Near Eastern Affairs Jeffrey Feltman summoned… Israel’s ambassador to Washington, to tell him that the United States views Sunday’s eviction of two Palestinian families from homes in East Jerusalem’s Sheikh Jarrah neighborhood as a “provocative” and “unacceptable” act that violates Israel’s obligations under the road map peace plan.
[T]he prosperity in Ramallah and Nablus is misleading, just as it was misleading between 1996 and 2000, when the Israeli media and the Oslo spin doctors were impressed by all the coffee shops and high-tech companies. Today, as back then, the people so impressed are visitors-for-a-moment who engage in occupation denial.
[T]he IMF says that if Israel does not continue to remove the restrictions on internal trade, the gross domestic product per capita will decline later in the year. Incidentally, according to the report the unemployment rate still stands at an extremely high 20 percent (less than Gaza’s 34 percent).
“These actions are contrary to the provisions of the Geneva Conventions related to occupied territory. They also contravene the united calls of the international community, including the Quartet’s, which in its recent statement urged the Government of Israel to refrain from provocative actions in East Jerusalem, including house demolitions and evictions. The UN rejects Israeli claims that this is a local matter dealt with by the courts.”
Club-wielding Israeli riot police evicted two Palestinian families from their homes in occupied east Jerusalem on Sunday, defying international protests over Jewish settlement activity in the area. Clashes erupted after police moved in at dawn around the homes in the upmarket Arab district of Sheikh Jarrah following an Israeli court decision ordering the eviction of the 53 Palestinians, including 19 minors.
There are now more than 300,000 residents living in Jewish West Bank settlements, according to a Israel Defense Forces Civil Administration report covering the first half of 2009.
As of June 30, the settlements had 304,569 residents, an increase of 2.3 percent since January.
The US administration has issued a stiff warning to Israel not to build in the area known as E-1, which lies between Jerusalem and the West Bank settlement of Ma’aleh Adumim. Any change in the status quo in E-1 would be “extremely damaging,” even “corrosive,” the message said.
IOA Editor: As the seeming confrontation between the Obama Administration and the Israeli government is presented in a crisis-like light, it is worth noting that, so far, no actions were taken by the US to restrain Israel’s on-going colonization efforts on the West Bank. Clearly, the Administration understands how crucial Israeli development of Area E1 would be to a future Palestinian state – essentially, making it no longer viable. Now, the responsibility for preventing such development from happening falls squarely on the White House.
British diplomats touring the Shepherd Hotel recently in the Jerusalem neighborhood of Sheikh Jarrah expressed concern about Israeli construction plans there, particularly in light of the site’s close proximity to the British consulate in East Jerusalem. The tour, which also included American diplomats, was led by Jerusalem city councilman Meir Margalit of Meretz, who is also active in the Committee Against House Demolitions. During the visit, Margalit said, the British diplomats asked their American colleagues to pressure Israel on the issue and take the lead in applying international pressure to stop settlement building. “The British said explicitly – the Israelis don’t pay attention to us, but if you apply pressure, there is a chance,” Margalit recounted.
The United States views East Jerusalem as no different than an illegal West Bank outpost with regard to its demand for a freeze on settlement construction, American sources have informed both Israel and the Palestinian Authority. This clarification came in the context of a growing crisis in U.S.-Israel relations over the planned construction of some 20 apartments for Jews in the Shepherd Hotel, in East Jerusalem’s Sheikh Jarrah neighborhood. The U.S. has demanded that the project be halted, but Prime Minister Benjamin Netanyahu told the cabinet meeting Sunday that “Israel will not agree to edicts of this kind in East Jerusalem.
Palestinian officials said yesterday they were worried the U.S. administration was close to an interim agreement with Israel on settlement construction. According to information that has reached the Palestinian Authority, Israel will not completely halt construction in the settlements but will limit it drastically to the point of almost stopping it. In exchange, Arab countries will implement previously discussed concessions – among them, allowing Israeli planes to cross their airspace and opening diplomatic missions.
[Israel’s] Attorney General Menahem Mazuz has told police to investigate workers from the Jewish Agency’s settlement division on suspicion of knowingly allocating private Palestinian land for construction in the settlement of Ofra, [Israeli television] Channel 2 reported on Friday.
The outposts are a continuation of the settlements by other means. The sharp distinction Israel makes between them is artificial. Every outpost is established with a direct connection to a mother settlement, with the clear aim of expanding the takeover of the territory and ensuring an Israeli hold on a wider tract of land. Construction in the outposts is integrated into the overall plan of the settlement project and is carried out in parallel to the seizure of lands within and close to the settlements…
Behind every settlement action there is a planning and thinking mind that has access to the state’s database and maps, and help from sympathetic officers serving in key positions in the IDF and the Civil Administration. The story is not in the settlers’ uncontrolled behavior, though there is evidence of this on some of the hilltops, but rather in conscious choices by the state to enforce very little of the law.
IOA Editor: Irrespective of Amos Harel’s assumption that the Obama administration is the enemy of Israel’s settlement project, which has yet to be evidenced by actions, this is an important update report on the status of on-going settlement activities, and on the historically tight relationship between the settler movement, all Israeli governments, and the IDF – a partnership which is a crucial ingredient for the success of Israel’s 42 year old colonial project in the West Bank.

Peace Now plays a very important role in documenting Israel’s on-going international law violations as applied to the misappropriation of lands owned by an occupaied population and land development which causes a change of population in territories under occupation.
Ezra Nawi was in his element. Behind the wheel of his well-worn jeep one recent Saturday morning, working two cellphones in Arabic as he bounded through the terraced hills and hardscrabble villages near Hebron, he was greeted warmly by Palestinians near and far.
The public committee against torture in Israel released a harsh report on Wednesday, revealing “pain and humiliation” inflicted by the Israel Defense Forces and the Shin Bet security service, against Palestinian detainees… often constituting torture. In defiance of Israeli law, High Court rulings and international laws and guidelines, detainees in Israel are usually bound in a way that is designed to cause them pain, and not only to prevent them from escaping, the report says.
Activists for Bimkom association, which works for justice and human rights in planning and knows a thing or two about the situation in the territories, have discovered that Barak recently authorized the Civil Administration to submit a plan for the construction of 300 housing units in the unauthorized outpost of Givat Habrecha, near the community of Talmon… The new construction is located around 13 kilometers east of the Green Line, on the “Palestinian” side of the separation barrier.
An important assessment of the realities of the West Bank settlement program, and why the Israeli Occupation is here to stay – unless Israel is forced otherwise.
Haaretz documents the latest abuses of Palestinians by Israeli Border Police at checkpoints. The Israeli military/police soldiers were so pround of their work that the decided to film it and put it on YouTube for the world to see. Haaretz (Hebrew edition) presents six such video clips, each reflecting the fundamental humanity of the victim, and the fundamental indecency and cruelty of the victimizer.
It is important to note that such ugly and unpleasant behavior is just that: ugly and unpleasant. While accurately reflecting the day-to-day abusive aspects of the Occupation, such behavioral aspects are probably among its least important aspects. For 42 years now, the Israeli occupation, in an orchestrated campaign to dispossess an entire people and to physically destroy Palestinian nationhood, has done far, far worse.
A thinking, more enlightened Judaism is emerging, a necessity in the face of apartheid realities… Defining a humane Judaism in the 21st century means condemning the brutal military occupation in the West Bank and resisting the ongoing siege of Gaza.

Apart from a few small nuances, George W. Bush could have delivered the same speech. On the Israeli-Palestinian-Arab issue, in particular, not only could Bush have delivered the same speech, he did – almost everything the current U.S. president said in Cairo was said many times over by his predecessor. It was not Obama, after all, who invented the maxim “two states for two peoples” – it was at the very core of his predecessor’s vision, our great friend in the White House, as early as 2002.
About 1,000 demonstrators marched in the rally. The speakers demanded that Israel stop settlement building and heed calls by U.S. President Barack Obama to restart the peace process.
U.S. President Barack Obama says that Israel has to end its settlement activity. Does he have the power to force Defense Minister Ehud Barak to evacuate 24 outposts, in keeping with the promise made by then-prime minister Ariel Sharon to Obama’s predecessor, George W. Bush? Does the president have any chance of forcing the Israel Police to implement the decision to evacuate the settlers of Hebron who squatted in that city’s abandoned market? Can the leader of the free world really order the Civil Administration to dismantle the new house in the outpost of Elmatan, under the noses of Israel Defense Forces soldiers, or to return to Ahmed Abdel Khader the land that settlers from Kedumim stole from him?
An important report on how settleres, settlement organizations, and the Israeli government, working in close cooperation, methodically rob Palestinian farmers of their lands and transfer them to Jewish settlers. Incidentally, similar methods were used by the Israeli government in the early 1950s to transfer lands of Palestinian citizens of Israel to Jewish hands.
“It has done big damage,” says Mamdouh Abbadi, a member of the Jordanian parliament who has been among the most vocal in calling for government action against the proposal. “Even if it’s not passed, when 53 members of the parliament [Knesset] accept this law in the first reading, this is very important. We can’t think it’s just for show; it’s the real thinking of the Israeli parliament and they represent the people.”
“I want to make it clear that the current Israeli government will not accept in any way the freezing of legal settlement activity in Judea and Samaria [West Bank],” Transportation Minister Yisrael Katz told Army Radio.
[U.S. Middle East envoy George] Mitchell will come, and we’ll talk to him. I suggest that Israel and the U.S. don’t set a timetable. We won’t let them threaten us… From the banks of the Potomac in Washington it is not always clear what the real situation here is.
In France’s eyes, Jerusalem should, within the framework of a negotiated peace deal, become the capital of two states… In broad terms, France condemns the ongoing settlement, including in East Jerusalem. We reiterate the need for a freeze on colonization activities, including those linked to natural population growth.
